열풍[烈風] means 'hot wind'
If something is popular and famous, then people gather there to see or get it and they make the atmosphere hot. That's why it can be 열풍을 일으키다, when something is popular.
e.g)
1. 스타크래프트2가 또다시 열풍을 일으키다.
2. PSY가 강남스타일로 열풍을 일으키다.
3. 스마트폰이 전세계적으로 열풍을 일으키다.

I posted one page called ‘From Adjective to Adverb’. and I did let you know how to make an unofficial korean adjective. But, actually there is another way to make it. That is ~적이다. There is no officially such a korean adjective called 'K-POP적이다' that 성규 said. He made it then and there. Of course, I can tell you that 'K-POP적이다' is same as 'K-POP스럽다'. Don't panic :)
